I just bought this off of ebay and maybe it is a little of "putting the cart before the horse" but I was wondering if anyone might know who might have issued or worn this pin. I didn't want to miss out on it, so I snatched it up right away.

It says Weather Observer Observateur Meteo CANADA

Nice looking pin, I don't who issued those, but a quick Google using 'Weather Observer Lapel Pin' I found this possible link:

It looks like these folks got a certificate and a pin each of some kind.
